Conclusion of Business Agreement for Development and Operation of Recycling Center
—Gotemba Oyama Kouiki Gyousei Kumiai PFI Business—

We are pleased to inform you that Gotemba Oyama Eco Partners has entered into a business agreement for the development and operation of Gotemba Oyama Kouiki Gyousei Kumiai Recycling Center (tentative name) with Gotemba Oyama Kouiki Gyousei Kumiai (“Kumiai”), effective October 13, 2015. Gotemba Oyama Eco Partners is a special purpose company (“SPC”) whose representative company is METAWATER Co., Ltd. (Headquarters: Tokyo, Japan; President: Tomoyasu Kida; “METAWATER”).
 
Kumiai has considered new waste treatment methods since FY2005 and agreed that Gotemba and Oyama would develop comprehensive waste treatment facilities (combustible waste treatment facilities and recycling center) in March 2007. The construction of the combustible waste treatment facilities was launched in March 2012 under the PFI (Private Finance Initiative: development of social infrastructure using private sector funds) scheme and the facilities have been in operation since April 2015.
The recycling center has been planned as the second phase of the construction of comprehensive waste treatment facilities. The notice of tender was sent in January 2015 and the METAWATER Group won the bid in July, followed by the signing of a business agreement.
This project will also be operated under the PFI scheme. After establishing new facilities in Gotemba, the ownership of the facilities will be transferred to Kumiai and then operated under the BTO (Build Transfer Operate) scheme. This will be the first project for the METAWATER Group to engage in the development and operation of recycling facilities under the PFI scheme. As the representative of SPC, METAWATER will help Gotemba and Oyama to continuously provide safe, secure, and stable waste treatment services and promote a recycling society through the development and operation of the facilities.
